For nearly a century, Scouting has helped millions of boys grow into responsible men and good citizens. The events of September 11 have only reinforced my belief that there has never been a time in our history when the contributions Scouting makes to the strength and resilience of our national character are more important than they are today.

Yet, there has never been a time when Scouting has been under greater attack than it is today.
