*A Personal Message From Former U.S. Attorney General Ed Meese*
*Dear Friend of Scouting;*
In my life, I have been privileged to have many opportunities for public
service, including serving as United States Attorney General. In all of
these positions, one of the things that has most impressed me is how
blessed we are to have so many good, dedicated and caring people working
to keep us a great nation.
It should self evident that it is the caliber of our people that makes
us the nation we are. Yet, too many in our society ignore or forget
this. In pursuit of their own personal desires or narrow interest group
agendas, they attack and undermine those critical institutions in our
society such as the Boy Scouts that are helping to produce the kind of
men we will need to successfully meet the challenges of the future. They
view the Scouts as the enemy because the Scouts and what they stand for
are an obstacle to achieving their own individual and often selfish
objectives.
Within the limits of what is legal, they have every right to pursue
their goals and agendas, of course. But we do not have to let them
succeed. Those of us who care about the future of our country not only
have every right to oppose them, but we have the obligation to do so.
Everyone can do something to help in this fight, no matter what our
time, talents or financial resources might be. For some, we can help by
becoming a volunteer, serving as a merit badge counselor, Scoutmaster,
or on a troop committee, for example. For others, it may be simply going
out of our way to support our local Scout fundraising activities, such
as spaghetti dinners or car washes. For still others it may be making a
contribution directly to your local Scout troop or Scout council.
But I suggest that another way you can help is by supporting independent
organizations such as the Scouting Legal Defense Fund that are also
defending Scouting. It is becoming clearer to me that, for a number of
reasons, the Scouts alone cannot adequately defend themselves. In some
areas they need outside help.
That is one of the reasons why we started the Scouting Legal Defense
Fund and we have had some success, thanks to the generous support of
people like you. But there is much more that we could do and need to do
to defend Scouting if we had more support.
If you can contribute to only one organization, then I encourage you to
contribute directly to the Scouts in your area. But if you can do more,
I hope you will make a generous, tax-deductible contribution to help us

*. United Way Zipcheck Is A Hit*
The United Way Zipcheck system, the Scouting Legal Defense Fund's latest
enhancement to our United Way Watch List, is generating wide interest
and resulting in more traffic to the Web site. The Watch List was
created several years ago to identify local United Ways that have cut
off funding their local Scout council or appear to be in the process of
doing so. The Zipcheck database allows visitors to the Web site to
simply enter their zip codes to determine whether their local United Way
continues to support the Scouts. If there is a problem, the database
displays a warning screen and also provides the contact information for
the local council that has been cut off. Visitors are encouraged to
contribute directly to the council.
"We are very heartened by the response to the Zipcheck feature from
people around the country and from Scouting professionals," said Robert
B. Carleson, Executive Director of the Defense Fund. "In addition to
helping spread the word about local United Ways that are taking this
action--and generating additional direct contributions to affected local
councils as a result--we also are getting good information on other
United Ways that are discriminating against the Scouts."
Previously, the Watch List had identified 68 of the approximately 1400
local United Ways that have cut off funding their local councils or
appear to be in the process of taking that action. Additional feedback
since the Zipcheck feature was announced has identified 6 more that
appear to be taking this action.

*WHAT IS HAPPENING TO SCOUTING AROUND THE COUNTRY*
*. Scout Contributions Increase After United Way Cut Off*
It is a phenomenon that has been repeated often across the country. A
local United Way cuts off discretionary funding to the local Scout
council because of the Scout's policy on homosexuals. The next year,
more of those who still contribute to the United Way designate that the
Scouts receive at least a portion of their contribution, which the
United Way is required to pass on to the Scouts. The result: more funds
for the Scouts than they got before the United Way cut off funds. This
time it is the Redwoods Empire Council that received $41,000 in
designated contributions this year compared to $30,000 last year when
they were still eligible for grant funding from the United Way of
Sonoma-Mendocino-Lake Counties. The council had taken out newspaper ads
explaining how United Way contributors could designate their

*. Portland Committee To Consider Banning Scout Literature In Schools*
Acting on a complaint from a parent, the Portland, Oregon, Community and
Staff Relations Committee held a meeting to consider banning the Scouts
from distributing recruiting literature in the districts elementary
schools. While the activities of all non-profit groups will be
considered, the Scouts are particularly targeted. Article here

*. Agreement May Allow Philadelphia Council To Retain Lease*
A tentative agreement between the Cradle of Liberty Council and the City
of Philadelphia may allow the council to continue to lease its downtown
headquarters from the city. The city had threatened to terminate the
lease because it contends the Scouts policy on homosexuals violates the
city's non-discrimination ordinance. The agreement is reported to be
modeled on the policy of the New York City council which states
"prejudice, intolerance, and unlawful discrimination in any form are
unacceptable within the ranks of the Greater New York Councils." The
council executive director, Pat Coviello, said that the agreement would
not violate the Scouts' policy on homosexuals. "It's not changing the
Boy Scouts of America," he said. "It's allowing both sides of the fence
to have a say."
Last summer the council tried to adopt a policy that was at odds with
the national policy but had to back off in the face of protests by
parents of Scouts and a threat by the national Scout office to revoke

*. Loss Of Class Presentation Time May Hurt Scout Recruiting*
Efforts to limit the access of Scout representatives to students during
the school day to recruit them to Scouting have been on the rise across
the country. The reason, whether clearly stated or not, is usually
opposition to the Scouts' policy on homosexuals and atheists. Recently,
however, the school district serving the Albany, New York, area cited a
different reason for eliminating these presentations by the Scouts. They
claim that new federal policy which holds schools accountable for
student progress is making time in the classroom more important than
ever, so they cannot make time available for the Scouts or any other
groups to make recruiting presentations during the school day. A local
Scouting official noted that there was no other effective way to reach
many of the boys who need what Scouting can offer them, especially those
living in disadvantaged circumstances. The offical, council executive
Chuck Mills, said Scouting should be seen as part of the educational
process. "We ask for 15 minutes once a year in exchange for a whole year
